Sir,
I have the honour to refer to correspondence
terminating with Lord Passfield's Confidential
despatch of 7th August, 1930, on the subject of the
importation into Hong Kong of American motor vehicles,
and to inform you that it is the intention of this
Government on the expiration in 1933 of its commitments
to existing motor-bus owners to invite public tenders
for single franchises in respect of all motor-bus
services on the island and mainland respectively.
is desired to include among the conditions of tender an
express stipulation that only British vehicles shall be
employed and I shall be glad if I may be informed
whether such a stipulation is open to the same
objections as were raised against the measures
previously adopted by this Government to secure
preference for British manufacturers. It is feared
that a mere stipulation for the requirements set out in
my confidential despatch of 30th May, 1930, may fail to
keep out the foreign motor-omnibus as the makers will
have long notice in which to meet the Hong Kong
requirements should they wish to do so.
